Seminole County recovers its' FULL investment of $228,000 in the Wyman Fields Foundation scam. What happened to the City of Winter Springs? It cost the taxpayers of the City of Winter Springs over FOUR times that amount of their tax dollars on the McLemore/Commission scheme with the same non-profit foundation.
They are the very same people who pumped around $986,000 into that initial low-income housing project scam, and because the Foundation defaulted on their bank loans with the City of Winter Springs as guarantor, another HUGE blunder, McLemore had to place a bid of another $425,000 just to pay the money due at the sheriff's auction.
The Commission and City Manager McLemore have NEVER [ publicly announced ] this tremendous slanderous loss, and in all probability it is well hidden in the financial records of the City. Why are they hiding the TRUE facts?

McLemore bought the property at an INFLATED PRICE ! his claim of the value of the properties is WAY OVER the actual value !

The Wyman Fields Foundation is the same non-profit low income housing project organization that your City Commission loaned OVER ONE (1) MILLION dollars to, and then had to guarantee the loan to the bank as the secured creditor of a mortgage. The City Manager, and HIS Commission NEVER really revealed their mis-use of your tax money in this well planned scam.
Your City Manager even appointed the staff head of the "TownCenter" development to the board of directors run by the woman who was later arrested for the scam. The project in Winter Springs was NEVER finished, Commissioner Bob Miller and ex-commissioner Cindy Gennell were highly instrumental in this project of which mostly was conducted behind closed doors by City Manager McLemore and his staff.

The executive director of
a defunct housing organization that wasted more than $1 million in state and
federal funds on several low-income housing projects is under arrest on
theft charges stemming from one of the group's failed projects.
Candace Birle, 55, was picked up on a warrant by the Lake County Sheriff's
Office this morning at her home in Yalaha. The warrant was issued after a
two-year investigation by the Seminole County Sheriff's Office into liens
filed against Wyman Fields Foundation for services that were supposedly paid
with state grant dollars.
County finance records show Seminole County paid Wyman Fields more than
$228,000 from December 1999 through June 2000 for predevelopment costs, such
as surveying, engineering and permitting, on a project called The Hamlet
east of Sanford.
The county reimbursed Wyman Fields $30,000 to cover charges by Tinklepaugh
Surveying Services Inc. of Orlando, but Tinklepaugh said it was never paid.
It sued and won a $31,945 judgment from Wyman in September 2002.
Last year, Wyman Fields quietly closed its doors, leaving behind numerous
liens and failed projects. The Hamlet was never built.
And the city Commissioners gave the City Manager what he wanted ----
