NEWS UPDATE !

Winter Springs DOUBLES stormwater service charges. Look at your latest water bill. It obvious why this is needed. With the drilling of new wells in Tuscawilla to provide water for their eastern annexations, they have run out of utility funds for the financing of water and sewerage for their future annexation projects. They have also refinanced most of their outstanding utility bonds.

How can they increase stormwater service fees that haven't even been used for the purposes it was intended? There are stormwater drainage problems that have been ageing throughout the City, and they are WAY BEHIND on even servicing that which has been neglected since the arrival of City Manager McLemore.

They attempted to repair one drainage problem up around the Hayes Road area only to find out that the system was so dilapidated it needed to be replace. Has the City done what was required ? NO -- they had spent stormwater funds for annexation issues instead of what the money was intended to service.

It was also asked that cameras be placed in the commission chambers, so the people not attending the meetings could see the antics as carried on by their elected officials. This was from PUBLIC INPUT, which the commission never considers.

This will NEVER be approved even though the money WAS spent to accommodate such procedures, because it would embarrass some of the violent physical motions made by those same elected officials.

This would have had a TREMENDOUS effect of the particular expressions of the use of the hand by the former ex-commissioner Eddie "Loose-Cannon" Martinez !

Anything but "DOWNTOWN". That's a real blast to the businesses on West SR434 that have been supporting this City for over four decades. What happened to the revitalization of the laughable " Village Walk Project "? What a con job that was --- as presented to the citizens by the City management and Commission ! The "dais engineers " are a joke !

Gees --- at least West SR434 has stop lights -- so school children can cross the street safely. Isn't that three foot wide concrete medium really going to enhance the multi-million dollar project the City officials have been lying to the West Side Residents about for the past eight years?

They did HAVE to change the sidewalks to conform to State regulations, but the flourish of trees in the medium, and the grassy knolls along the sidewalks is history --- they were lying to the "WestSiders" all along! Watch City officials try to con the businesses into paying EXTRA money to enhance the area, and then force them to maintain the project at their expense.

Does anybody realize that the "dais darlings " spent more tax money on the "Flashy Moti Monuments " (THOA's fountains/fortresses), and the streets in "Tiny Town" then they have spent repairing --- plus maintaining --- the streets of Winter Springs the past ten years? The monies spent in "Tiny Town" were from the additional road taxes to be used for maintenance of existing street structures. That's almost criminal !

" I thought you had to have an UPTOWN before you can have a DOWNTOWN. By the way...where is MIDTOWN ? Could it be the EASTSIDE, or maybe it's the WESTSIDE ? Whatever it is, it's must be INSIDE-OUT. But then if it is INSIDE-OUT --------- what happened to OUTSIDE-IN ?

If that make any sense to anyone, then you are now eligible to become a CITY COMMISSIONER ----

City Going To The Bats !

Yep --- over $1.000.00 to be spent on "bat houses" in the Central Winds Park. They don't have to spend all that money ---- just look up front in City Hall during a commission meeting !

This according to the City Manager's NEW "Urban Development Director".

Just what does the City Manager do to justify HIS job ?

Emailer --- You did touch on one of the subjects of the important announcement indicated above. The City IS working on a "NEW " development in Tuscawilla, which absolutely makes no sense at all. They have on their plans a "COMMERCIAL & HIGH RISE OFFICE COMPLEX" to be located on the corner of Winter Springs Blvd. & Northern Way. Also, in that development are plans for a "high density" residential development, which could mean condos or apartments.

The keystone for the development would be the restaurant located on that corner, and of course you have the infamous "Gary Hillary Way", which the City brought into their greedy hands at a cost of over $100,000 to the taxpayer to upgrade that "private" streets' lingering stormwater drainage problems. Was that cost taken out of the TLBD "special tax assessment" funds? Of course NOT. That was instigated by the THOA, or should it be "blundered"?

The whole thing doesn't even make sense. While they're grasping to bring business to their "strip mall" at Tuscawilla Rd. & SR434, they would shoot those merchants in the foot by developing a competitive situation in Tuscawilla. Maybe the Mayor's tired of pushing his empty ( see link ) shopping cart home from the "strip mall". Of course he and the City Manager, City Attorney, and members of the Commission live in Tuscawilla, and ALL benefit from the THOA Board's dictation.

Caller --- There really isn't a known answer for your description of that last commission meeting agenda item. You would think a well run City would have seen the pitfall. Place it, however, in one of three categories --- "plain ignorance" --- "just plain stupidity" --- or "the City Attorney hadn't reviewed the legal consequences". As referenced below, the City Attorney was too busy reading his newspaper while "sucking on a soda pop" to know what was going on.

Sure, the City is wrong. The City Attorney should have NEVER allowed this to even be placed on the commission agenda. That lady that drove in from Dunnellon (you say) has to come back again, because of somebody's ignorance. They had to table the agenda item.

THEY HAD LANDLOCKED A LANDOWNER FROM ACCESSING HER PROPERTY !

Now --- that's just plain stupidity on the part of the City!

The City has another commercial development planned for the north side of SR434 just west of the "Greenbelt". They need the tax money to feed the dwindling coffers, because of the tax money misused on their egotistical "Tiny Town" aka "strip mall.

"Commissioner Blake wants to name a street in Winter Springs "Robert". Can you tell us who in the heck is "Robert". I thought "DAVID McLEOD WAY" -- like "GARY HILLARY WAY" is a bit too much, but now this "Robert" takes the cake."

( Don't have the slightest idea, but with the egos drooling from the dais who knows? Gosh, it could even be his pet dog. All we know is that when the name "Robert" was submitted to the County it was turned down, because another street had the same name. So now, Blake wants to "knight" this "Robert" -- be it dog or human -- with the prefix of "SIR". That how Winter Springs joins the rank of nobility!" )

A dais conversation came about concerning the new wine shop on SR434. The places specializes in the art of tasting, and making your our wines. It seems, through the dais conversation, the two women commissions frequent the services of tasting at the wine shop. It is also known the Commissioner Robert "Shirley" Miller was a judge at a local pub's karaoke contest. Yep, just enjoying the vibes of the City's "SPIRITS".

Not only that --- they granted the Scottish Games in CENTRAL WINDS PARK a permit to serve "booze". THAT IS AGAINST THE LAW !! That's against ALL City laws, but your commissioners allowed it through the City Manager and City Attorney. You have to start wondering about the qualifications of ALL INVOLVED.

( Did you know your City Commission passed an open container law that in essence says --- if you, while mowing your yard, open a can of beer on the sidewalk with a visiting neighbor to cool off --- the police would have a right to ARREST BOTH OF YOU? )

The Tuscawilla "SPECIAL TAXING" story is coming up. We are still investigating some of the City's misuse, again, of your tax dollars. To be continued ----

**** ( Caller --- it's not only what they're doing with the assessment money (only GOD knows), but what they're doing with some other funds, which could affect the WHOLE City, but is going into the Tuscawilla area. It's amazing the lack of concern for those in other areas that is the focus of our investigation. They plan on using tax moneys that should be available for ALL the City, but instead are guiding it toward the City Manager's & Commission's cronies in Tuscawilla. There is also more to this then just the tax money. It'll even shock the Tuscawilla area! Wait and see what the City is going to do to the residents in Tuscawilla ---- the people ought to make a drastic change in their THOA representatives. The City Manager & THOA Board is behind the WHOLE scheme ! Maybe Moti Khemlani & cronies need more money for his "School Board Bribe" ( Link ). )

Why this City has a City Manager is a joke! All he can do is hire other people to perform the job responsibilities of a City Manager. McLemore is simply a VERY expensive "figure head" at the pleasure of your City Commissioners. Instead of an economical division they should have bought a bank --- with their spending ------ the City will need one!

This NEW department just shows how much developers have taken control of your City Government. Now the developers have a NEW bureaucracy, paid with your tax dollars, to guide them into the continued changing of the once famous green lands of Winter Springs into "McLemore's Concrete Jungle". His ill conceived "Tiny Town" is a prime example of a Commission running amok! Go visit the a tax paid development called ---- "The Town Center with ----- NO PARKING". See [ Big Government ].

Those of us who live in the low rent district are boiling water. Had another major leak, and been without water all day. and now boiling for 48 hours. What is interesting is when talking to one of the workers he said the systems is old and crumbly and going to get worse. I think it's interesting that the water and sewer systems is falling apart, and ----

PUBLISHER'S NOTE: Remember --- this is the commission that use your taxes to build extra large water, and sewerage lines to property NOT EVEN IN THE CITY ! They don't care about your OLD DILAPIDATED water lines --- that hadn't been upgraded for YEARS . They want to ANNEX PROPERTY to the East of the Beltway !

The property on which the 170 three/four story condos/apartments units are to be built is the property owned by Highlander LTD. In other words, the property to be developed on the south side of SR434, across from the Town "Tiny Town" Center, is the property purchased by Commissioner David McLeod ------ who sits on his OWN development review committee for the ""Home-Ruled" dais , and he purchased the property during his reign on this oversight committee.

	Winter Springs working again, for the fourth year in a row, to increase the millage rate on your property taxes. The 2005 initial increase is set at 5.34% --- they NEED the money.
	The City has already passed a resolution opposing the homestead exemption property tax on the November ballot amendment by saying the City would lose a million dollars.
	But, out of the other side of their mouth, they want to build, at cost, a 9.8 million dollar swimming pool. This is being pushed by McLemore/Miller/McGinis & the THOA.
	The City politicos also oppose another County ballot amendment to halt the aggressive annexation for future development purposes in order to stop Urban Sprawl. (UPDATED)
	What Seminole County doesn't know is that City Manager "Money" McLemore wants to take over Orange Avenue so the City can develop to the shores of Lake Jessup. That way nothing can stop further annexation to the shoreline. He also wants to pump water out of Lake Jessup.
	The voters, and the people have been conned by the current politicians. It's time for a financial overhaul in Winter Springs, and a new City Manager. The CURRENT City Manager even refinanced utility revenue bonds to pump money into his black hole called "Tiny Town" aka Town Center.
