or  what  the  city  fails  to  tell  its  citizens !

            The management of the City of Winter Springs has concocted a great way to cleverly deceive the citizens of the City by expounding on grants, or other moneys received from the State, to further the City's spending habits.    This has previously been uncovered, some years ago, with grants given, and touted by the City.

            What this City has hidden from the public is the contributions of your tax money required to off-set such marvelous gifts awarded by different State agencies.    Unless this City's management can prove this to be a false statement, then the people of the City of Winter Springs must know how much these "FREE (?)"  projects are actually costing them.

            An example of the falsehoods of Grant money, as manufactured by city officials, would be park expansions, trail grants, road grants, beautification grants, and the biggest lie of ALL  time --- without even a grant --- the fallacy concocted that "Winter Springs was voted #1 in the USA in which to live".       That lie took over a hundred-thousand dollars of taxpayer's money to promote.   

        In most grants issued, the State requires the municipality receiving the grant to match, or even exceed the amount granted.   So, when you see the item as "built with Grant money", it means not only State tax funds being used, but  WINTER SPRINGS TAXPAYERS SHELLING OUT TAX DOLLARS in order to receive the State tax funded grants.

The City spends over $500,000 dollars to put in a kids' recreational spray pad, but on March 14th, 2003, the City Commissioners, led by the City Manager, once AGAIN  turned down the Firemen's  contract.    They have been working without a contract for over two years.    The Commissioners don't want a City Fire Department.   They want it run by the County.    Is this the reason the City Manager hasn't brought up his pension ploy again?     Does he want to use the Firemen's contact money to pay him retroactive pension compensation, and salary increases amounting to over $250.000?    This will probably be brought up again when he has his "three stooge's vote"  all together to pass that outlandish misuse of tax dollars.

Why do we need City Manager's Tallahassee friends to oversee our tax assessment districts?   Doesn't the City have anyone qualified to make sure this is consistent with taxing rules, and to see that it is placed it on the tax rolls?    We know he doesn't pay any attention to this requirement.    The failure to put the "Parker Property Bond" on the tax roll proved that.    The Commission should hire somebody to take this responsibility ---- such as a CITY MANAGER.

Who's paying for the miles of installing sewerage and water lines going to various development projects?    The development for the City's aggressive annexation on SR4334, east to Oviedo, could never pay for the lines to accommodate that project.     The current taxpayers must bear this tax burden.

            One Commission Meeting contained a real "fickle-finger-of-fate" award, due to the ignorance of the "3 Dais Stooges".   They are presenting an award of recognition to a well-qualified individual who was unanimously approved, by vote, to sit on the Pension Board.   That was until -----

 

            Commissioner Miller, who voted to approve the nomination, decided he was opposed to it at the next meeting, with dais authority, was able to RE-OPEN the nomination for another vote.   The "3-Stooges" then voted against the nomination.  

 

(This action is a much used maneuver when they don't have enough votes to win.)

 

            They had a political issue to handle.   The former Commissioner Gennell, had been defeated in her attempt to take control of the Mayor's seat, and it was pay-back time.    The appointee had also prevented the 4-Stooges' (Gennell/Martinez/Miller/McGinnis) takeover of the Highlands Homeowner's Association, when Miller only got TEN votes.    Now the "3-Stooges" want to show their appreciation by giving the most qualified individual appointed to the board an honorary award.   Unfortunately, the appointee had been removed before he sat on the Board.

 

            Oh, did we fail to tell you, the Pension Board was hearing the McLemore "pension-plan-ploy" at the time?

            The "3-Stooges" have heart, and vote "En-Bloc" to issue the award to this highly qualified individual who never had a legitimate chance to serve on the Pension (Trustee) Board.    Even the City Manager, who was present at the Pension Board meeting, didn't tell the person he had been removed from the Board.     The City Manager needed a quorum vote to approve his pension-plan-ploy, and retroactive pay plans!
