winter  springs  raises property  taxes  to  the  highest  in  history !

            meanwhile -- in winter springs -

            commissioners are still in a state of not knowing the true budget.   they had to pass a monstrosity by sometime tonight, as required by law.   in doing so, they have created a complete state of   financial insecurity  with unknown figures.

             they have to re-address the budget again in three months, because not one of them knows what the true figures are.   they hope they  might  get it right then!

             they weren't even close on the 2000/2001 budget which  was off by a shortage of  $649,024 dollars!    we Sure hate to see them working on a budget that surpasses, by around 12 million dollars, the previous year's budget.   we wonder how much they will be off on this roll of the dice?

         That 3.2 million dollar general fund surplus they talk about --- really isn't so!   it's invested in a money-losing proposition with the volatile interest rates.   who's handling the investment ---  of course --- could it be the city manager?

          by the way, neither commissioners Gennell nor Blake were present to vote on this yearly budget.   was it  too big for them to commit a yea vote?   even the city manager didn't show up for this  fiasco.

         to make things worse, they are not going to give the police department a request for more officers.   one would have to figure the "frontier towncenter" comes ahead of maintaining protection for the citizens of winter springs.  

            in fact, at a commission meeting commissioners Gennell and Martinez wanted to give the  "wizard-of-oz" winter springs high school ensemble $5,000, by denying the police department request.   the only wizards in this town are called the  "commission-of-oz".  they have visions of -- "follow-the-yellow-brick-road"  -- 

to  the  towncenter.     

 the meeting agenda said they were increasing only 12.47%  above the roll back rate,  but a legal advertisement placed in the sentinel, --- however on the following day,     -- --- reveals the figures as indicated below.

will this city ever provide true facts ?

       your property taxes went up approximately 17.51%  above the roll-back rate !

  People For Good Government has continued to warn you that the city would raise property taxes because of the huge bond debts !

was  the  referendum  bond  false ?

     this does not include the increase of .25 cents per thousand dollars for the bond for the parker property purchase.  remember -- that was the 3.4 million dollar bond  to purchase property, and build baseball fields, soccer fields, football fields with ample parking and restroom facilities.   unless you forgot --- the price of the property was $3,000,000 million dollars!

( tapes from a commission meeting indicate the above paragraph is not true.   the property purchased was to be for two football practice fields.   they can't provide all they promised for only $400,000 dollars. )

    to provide all those extras for only four-hundred thousand dollars must mean the city manager is going out for bids on this project!   his "NO-BID" contractor can not construct this project for that low dollar amount!

    your property taxes will suffer approximately an increase to $4.19 per thousand dollars for what you pay in property tax assessments.  That doesn't include any new county taxes or school board taxes.

on a hundred thousand dollar home -- you will now pay over  $410.00 per year  for your winter springs property taxes --- plus new county and school board taxes !

that same house in TUSCAWILLA will now be  $520.00 per year  to the city !

            the residents in TUSCAWILLA are really going to experience a huge increase with the additional $110.00 per year for 30+ years.   all of this to benefit largely private property owners with private walls and free $14,000 dollar driveways ! 

            the property owner on Shetland road got a free horseshoe drive and it didn't even require a building permit or inspection. that's where your assessment money to the TUSCAWILLA homeowners association goes --- anywhere they want to spend it.  

they got your money now ---

 to   spend   as   they   want !

        SPECIAL NOTE: At the Commission meeting of October 25th a resident ask for speed bumps to be located on his street.   There was support from the residents for this project.   The project wasn't considered because ---- as

Commissioner Miller stated -- "There was a lack of funds"!

( wonder if all the funds were spent on the nine  million  dollar  lure  for  the towncenter ? )
