The real tax story behind the millage rate set at 8 mils only shows the lack of intelligence of the current City management and government. To have this package presented on the dais from under the seat of a commissioner is an indication of just plain poor management of the finances of the City.

What is the city manager afraid of in his 2005/2006 proposed property tax increase? Other cities are even considering holding the line, and some with intelligence a decrease based upon the anticipated increase of property values to compensate for any planned tax increases.

Never in the history of the City has such a farce been presented. Usually the package contains fractional portions instead of the HUGE doubling of even a proposed increase. The City government/management is totally out-of-control with their "sloppy" proposal.

They are trying to hoodwink the citizens with huge increases in the police department --- one with the lowest crime rate in the county --- and side track the citizens with POPULAR moves to blindside them for where they really need the money ---- the commission's "Tiny Town".

It must be pointed out that the City of Winter Springs has NO COMPTROLLER. Maybe those with a conscious, and also a license to lose for financial irresponsibility, don't wish to become associated with the City's financial manipulations as dictated by the City Manager. The lose of a professional's license can follow them forever. It's a shame that City Managers controlling so many peoples lives throughout the Country aren't licensed. It would be easier to get rid of them for mismanagement.

After all, the current City Manager was a Martin County castoff for his unsavory use of consultants was one reason. Another project that fell under his control was the management of the airport construction and water tower. The water tower was found to have defects ---- it leaked. Must have been built on a NO BID contract. Both are typical characteristics of the current city manager.
