You have to really think about the last sentence in a report filed stating that --

"Florida has given a lot of lip service in the control of growth, but this project (northeast of Seminole County) shows that sprawl is still on the loose."

        The City of Winter Springs basically only has TWO reasons to amplify the population explosion the City Manager, and Commission desires to obtain within the very limited area left within the original City limits.      In fact, it is the same reason for the excessive aggressive exercise undertaken by these two governing factions by the "irresponsible" annexation of areas barely contiguous with City boundaries.     The most obvious and aggresses actions are prompted by ----

            *** Caller --- You are correct.    It IS  the same firm  ( SRI ) that was the SOLE contractor on the "bond issue Tuscawilla Beautification Project".      Not only was the firm the ONLY contractor on the design, but its' principal sat in on ALL City Board meetings that took place concerning designs.     The City even went further.      They made SRI in charge of evaluating, and selecting the contractors for the entire project.      The whole project was a scam and sham from the beginning when McLemore rigged the voting process needed to pass the "Special Assessment Taxing District".

          Even the City Attorney makes far more money than even the County Attorney for a County of far greater proportions in population and size.     For example:  Broward County Florida ( salary -- $190,000/yr ) -- 15th largest county in the United States --- 2nd largest in the State of Florida of a county with almost 2,000,000 in population, and an area of 1,197 square miles.    That vs. Winter Springs --- 11 square miles, and a population of about 30,000.     What a  SHAM  of tax dollars being portrayed by your City Government and Management!

        Truth be known is that the REAL reason for the City's over aggressive annexations is they need the revenue spent on the "special consultants" designs/blunders resulting in the rat maze approach to what is the finished product.       Also, after conning merchants to opening businesses within this parking/design disaster, the City needs to provide ADDITIONAL people to allow the merchants to survive.

       This is accomplished by extending water, sewerage, and city services way beyond the financial capabilities of the City's coffers.    So how do you replenish those ill-spent tax dollars?     The City goes into an aggressive annexation program (at taxpayers expense) to build zero lot line multistory apartments and condos heaped with masses of people (without proper parking spaces) to compensate for their short sightedness of nine years ago.

        One ex-commissioner has even profited from this highhanded/shortsighted "TownCenter" design blunders by buying raw land -- prior to annexation -- working ALL the zoning through. while a seated commissioner, and once all this has been accomplished sold the development off for a profitable gain.      It is even known that he has designs to run for mayor in the next election.     Maybe, by then his ex-development will be completed, and he can cut the opening ribbon.

        To show how stupid the City management/government thinks the taxpayer is can REALLY be seen by the BOND CON JOB sold as the "Parker Property" purchase.     What is it going on now FOUR years since that con job?     What ever happened to the "GREAT CENTRAL WINDS" expansion that was to take place with this purchase?       They raped the land of all the greenery, and it has been sitting there since WHILE the City Management/Commission considers annexing in some County parks not even NEAR the Central Winds Park area.     They don't even have the money to finish what the citizens bought on that phony bond con job.

THE   DECEPTION  CONTINUES ---

      Why even now, you have a Commissioner, Blake, and the Mayor who wants to go into competition with Bellsouth, Bright House, Sprint, and whoever else meets the criteria  AT TAXPAYERS EXPENSE to get into the Internet business by constructing a "WiFi system" in the City of Winter Springs.     They must need the services, at no charge, like they have their other communications provided free by the taxpayer through the City.    

      This is a REAL con job.     The population of Winter Springs can't afford to maintain such a system unless the City taxes the citizens to the hilt.     They already do on ALL other services.    The City taxes ALL such services to the maximum as allowed by State law.    Not only that, but the WiFi system is one of the most unsecured methods of providing internet service.     Ask the Police Department if they are going to participate.     It is wide open to hackers and spammers.      Big brother (City Government) will have a CLOSER means to intercept the consumer emails.    Your internet communications will be controlled by a government.    They've GOTTA' be kidding!

            How about the latest scam to enhance City coffers.    They're going to establish a card system to pay your water bill, and it's ONLY going to cost you $6.50 to pay with a credit card.     Now the City wants to be in the banking business.     Hey, it only costs $5.00 if you're late on your payment, so why even pay with a credit card?
