city manager removed "HIS" agenda item from March 8th meeting --- slapped it back on the March 22nd commission meeting agenda !
March 8th's Commission meeting is a fine example why it is useless to attend commission meetings. What the City Manager has planned has long been approved, or it wouldn't even be on the agenda. There is ONE incident that definitely proves most City business IS CONDUCTED behind closed doors, and a meeting to approve the item is merely a charade. Examples:

REGULAR. Office of City Manager -- "to enter into an "emergency" contract -- sidewalk improvements in front -- of the TownCenter -- in the amount of $105,160.00."

Question: Why wasn't it done right the first time ?
ANSWER: It was "approved" by the "micro-managing" Commission. They did it wrong ?
( This item was passed. It's to change the current sidewalk to build six (6) table sites on the sidewalk so people waiting to get in a "private business " ( a non-existent restaurant) can wait until they are called for dinner. Yep --- it's only your tax money ! )
then a strange thing happened on the way to the City Manager's pay review.
After being posted in the City Hall lobby, and on the City's web site, the agenda item below was pulled at the beginning of Monday night's meeting. The City Manager's man ------
Commissioner Robert Shirley Miller wasn't at the meeting --------
So --- How many M's does it take the City Manager to get a pay raise ???
This is another farce being put up by the City Manager. He is after another pay and bonus raise. This one is for 2003, and Commissioner McLeod told him to bring it before the Commission by November 2003 ---- it's on the tapes! The City Manager hasn't reviewed over half of the department heads for their increases for a couple of years, but always manages to "sneak" his in on the agenda --- when he thinks no one is looking. He has done this every time. The Commission made his last raise retroactive for a few years, and GAVE him money over the past few years to get into the City pension plan ---- which he OPTED OUT until his private fund went sour. This guy makes John Dillinger look like the bank manager --- not robber. He is probably the most expensive city manager in Central Florida --- if not the State. Look it up --- the figures he uses have nothing to do with the size of Winter Springs. This is the guy that said "Tiny Town" is comparable to the Winter Park Village.

One of the most glaring agenda item passages was when the CURRENT MAYOR broke the tie to "allow the City Manager to go to the bank with a blank check of $2,500,000 dollars"! That's right, the Mayor voted breaking the tie vote to allow the City Manager to be able to borrow up to 2.5 million dollars without even blinking an eye. The reason ---- they know they will have a hard time pushing, or in most cases, conning the people into another phony bond issue. The City Manager/Commission has spent so much money on the failure of "Tiny Town" (probably in the neighborhood of 25 million dollars by now), and THEY NEED MORE. They can never regain the expenditure through taxes derived from that venture.
The City bought a "private street" to upgrade (?), because it has a flooding problem on it. That problem has existed since around 1975, and they just found out --- with a push from the THOA that they should buy it. The THOA wants this so it can be named after one of their ex-board members. The street is to be called "Gary Hillary Way", and for over two weeks has had a sign put up, by the City, declaring that fact. But it is to be approved at tonight's (2/08/04) meeting! Anything to satisfy the McLemore/Commission THOA cronies!

Another item will be probably, by the time they issue their no-bid contracts, is the future expenditure of enlarging City Hall. The City Manager must be going to increase his staff immensely, because they spent, after legal fees and etc., over $500,000 to buy the property from the assisted living project they didn't want on SR419 to house all the utility people presently in City Hall. Remember the City Manager wanted $50,000 to build a water fountain outside his office window in "Lake TownCenter Runoff". He didn't get it, so he'll build City Hall to the lake. He made "Ronnie-the-Gator" mad ----- now he's GONE!
So goes the "business-as-normal " from within City Hall. If you don't get it at first, just sneak it in the agenda when you don't think anyone will be watching. Yep ---- "business as usual" --- in the Commission chambers. Who knows --- maybe the Mayor will also be the tie-breaker vote on his City Manager's rise to fortune? Can't say too much about fame however !
remember one thing --- your money is not on the voting ballots ---
just the tax spending name --- it says --- INCUMBENT !
