an invitation to annex ?
The three voluntary (?) applications for the below properties.
The below application letter, and the City form for application to annex is quiet unusual. Not only is the application to the City undated, and not even stamped received, but the Pullen letter wasn't stamped received, and did not have the attached application. Which came first, or is this whole annexation a charade orchestrated by the City ?
The authorization to Pullen, signed by Duffy, is dated October 4th, 2002. There is NO authorization letter in the file signed by Heitledge, and the notarized signature paper is ---
for use when the applicant is NOT the owner of subject property !
is the city of winter springs really this sloppy ?
it gets even more puzzling !
The surveys accepted and used by the City are done by Mr. Jim Pullen, who works for Seminole County as a surveyor. The dates on the surveys for the above three properties are November 15th, 2002, and the survey for the Conti property (on another web site page), needed to even allow the three above properties to annex into the City has no date. This survey was also done by Mr. Jim Pullen, one of the applicants. The City couldn't really be this lax and haphazard ! What happened to all the missing dates, or will they now suddenly appear ?
