The City, the TLBD, led by Moti Khemlani (with assistance from the SRI firm), went after the people in Tuscawilla Unit 1 for not giving in to their schemes on the taxation scam. The tapes of a "special" meeting called by the TLBD "panic" committee reveal -- the con-job was on!

The property owners of the planned sites --- Deer Run, Howell Creek, Dyson at Arabian Way gave in, and signed leases to this unscrupulous plan, they have no one but themselves to blame. They (a few property owners) took the bait, and now your neighbors may enjoy the "monstrosities" placed on their streets.

The completion took well over a year with all the problems, and all the camouflage foliage to hide these encampments was finally completed. Some of these emplacements have excellent well-concealed observation advantages as the following pictures will indicate.

Once these turrets are equipped with armament, they will prevent the marauding hordes from attacking the homes of the walled populace. The "special" buttresses protecting the ex-Mayor and his entourage are now under construction. Those are well-hidden and costly -- emplacements will also protect the THOA president and his followers from any attack, should the exterior fortifications fall.

let's take a look at these fortified thruways.

The cost of these entrenchments range from a low of around $35,000 each, to a possible high of well over $100,000. That does not cover costs such as power, water, and the maintenance of the camouflage foliage around the emplacements and thruways. That cost far exceeded $2,000,000.

The picture below shows a placement in the northeast area on a major arterial thruway. As you can see from the camouflage effect here, this site cannot be detected. The detection and annihilation will occur once the attack forces travel beyond or parallel to the site. This site is well-hidden and cannot be recognized upon approaching the encampment. The use of taxpayers' money for these locations is questionable --- they were built on private property.

This next site is located well within the fortified PUD. It is completely hidden from anyone searching for a name of this territory. It can only be seen if the intruders have overrun the southern "pillboxes" and are heading north. As the picture below will depict, however, it will protect the parking lot on the back side of the old "Kash-N-Karry" building from a direct assault.

This site location was also a surprise. The entrance into this PUD fortification should have been to keep intruders out. Here's an example of "Kolonel" Khemlani, and his "war staff" being not only illogical, but merely being in a position to spend your tax money . This is the most accessible short-cut to the "Oviedo Mall", which the cronyism of the THOA fought -- and lost. Winter Springs Blvd. is a gateway to short cuts to the mall, and the flourishing businesses east of Tuscawilla while "Tiny Town" lacks customers! "Tiny Town" also doesn't have the parking for any big rush of shoppers.

For those in the western part of the City you can turn right on Vistawilla -- go to Northern Way -- turn left onto Winter Springs Blvd. where a right turn on SR426 will take you to the mall. This will save as much as ten minutes driving time. You will not be observed from the fortifications until you pass them. Visitors to the mall will have no trouble, so don't worry about your shopping families traveling to the mall.

The next two photographs are highly perplexing. This location is well within the interior of the Winter Springs Blvd. expressway and gives no information as to where you are. People knew where they were going whether these emplacements were present or not. The actual cost of this site will be cleverly hidden, because it was first placed in the wrong area. What ever happened to the old adage "plan-ahead"?

There are other concerns about the construction/location of this site as the pictures will depict. You know you had better not go more than 30MPH when you pass this THOA command monument, but what is puzzling is the yellow ribbon around the light pole. Does this mean -- if it is cut down --- there must be two poles put in the "pole-bank" ?

The next picture is a mockery of the welfare and safety of the citizens who had open access to a nice, even flat sidewalk. This construction did away with that advantage and placed the elderly and young at risk whether bicycling, pushing strollers, or in a wheelchair. The sharp elevated curve is definitely a deterrent just to allow for this "war memorial" to be built.

Even skateboarders are really in peril if they use this sidewalk. They could be thrust instantly into the traffic pattern of the heavily traveled area. The elderly possibly traveling to this sloped narrow walkway should turn around and go back on a safer course. The designer and planners of this monstrosity had first placed this site in a place that violated the law. So much for the self-anointed THOA advisory committee.

What you have viewed on this page are just two sites of these costly "memorials" which were never on the original concept and plans for the Tuscawilla Beatification Project. The initial concept was less cost-oriented and scaled to a more presentable design . The construction of these massive "pillboxes" is a true example of the total disregard of your assessment money by the advisory committee and City officials.

All of this is the result of a "fixed" vote, and the cost was accelerated by a "non-competitive bid" process. This is not uncommon in the City of Winter Springs for the same firm has received untold millions in construction of parks and recreational areas without a bidding process. City politicians and management have completely turned their heads when addressing these issues.
