UPDATE ON THE BELOW "CITY MANAGER'S RAISE".
Caught with the "prior" publication of his pending agenda, and the convenience of not making the commission meeting's agenda available in the Sunday Orlando Sentinel --- which MOST cities do --- McLemore DID NOT bring up the agenda item, nor from his seat his subject on granting him another horrendous pay increase.
He wants to accomplish his deceitful agenda method of granting his favors when the public is not aware of this scheme. He conveniently leaves the agendas unavailable the Friday before --- so the public is caught unaware, although the package has been placed in the commissioner's agenda packages for that particular meeting.

DO WE HAVE TO SAY MORE ?
City manager to Hit Again for His Gigantic Raise !
This guy would hit the City up for a raise even if the City was bankrupt. You can set your calendar and watch by the way he goes about this ploy. His "evaluation" time is about as true as "the cow jumped over the moon". Just a couple of months ago they (the commission) gave him a 4.5% raise, but that was for LAST YEAR. That's the kind of game he plays.
But what is really worse is --- HE DOES HIS OWN EVALUATION for his own raise. He jockeys other cities' figures around, and sets his goal from those phony evaluations. To give you an example --- he at one time compared his job to that of the WINTER PARK City Manager. He should be so lucky to even THINK about getting a job like that to compare. He'd never make it. They need management --- not consultants --- as Mclemore uses.
He must have attended the "school for the hiring of consultants. He'll pull this stunt the Monday after Easter --- when nobody is paying attention. But you can be sure --- he won't bring it up if his "three cronies" aren't there to vote for him, and his "golden parachute" contracts. He won't even let the commission do an evaluation of his job. This man HAS TO GO! The City of Winter Springs needs management --- not a false "Wizard-of-Oz".

Tuscawilla Homeowners' Association silent
While Tuscawilla residents fight the cell tower location in their backyard the THOA is silent on behalf of those members. They must be afraid that if they join THEIR MEMBERS they might get a "black-eye" from their cronies and cohort Ronnie McLemore, and his Mayor/Commission.
The "politicos" want their buddies, at the Tuscawilla Country Club, to reap the profits of having the tower on their property instead where it was originally planed -- at the Sam Smith water plant (city property). The city manager might have to account for the income of the lease.
That would be at least generating revenue for the City's tax load instead of going into the pockets of a "private" concern. You gotta' love the perks "private" concerns can give the local governing body --- plus Ronnie, and the city attorney MIGHT see it from their homes! They don't like that.

WILL NO LONGER allow any papers to be notarized, unless they pertain to city business, within HIS hollowed halls in YOUR City Hall. One must assume he no longer wants HIS people to spend HIS time on a favor that has been tradition within City Hall for over 40 years. The Mayor and Commission have done NOTHING to control this dictator. But he will spend city time it is assumed to have his fingernails manicured. What do you do on Saturdays CM rest from your exhausting review of the list of "consultants" regularly used daily to advise you of what you should know as a manager?
Winter Springs City Manager Aids Campaigns
City Manager McLemore kicks in $500.00 to County Commission race to one of his "LAPDOG" Winter Springs commissioners. It goes to toward the almost $30,000 Mike Blake has obtained for his campaign which consists of mostly money contributed by brokers, developers, contractors, builders, and attorneys. This is the first of our election reports of which will be converted to a separate section on the website as the campaigns grow.
We shall be providing not only individual links, but where necessary scanned copies of reports. The Winter Springs website doesn't look like they are going to have web capabilities such as the County's site which we will later link as the election in November comes nearer.
The 96 Gallon "McLemore" Garbage Can !
People are now calling Winter Springs city hall, and requesting removal of the "96 gallon McLemore Trash Can" for smaller containers, or to use their own. They are requesting the city to pick-up those monsters so they can use cans that will fit in the storage areas in their garages.
In fact, the Greenbrier HOA called the city to tell them the cans are NOT allowed within that community, and to pick up ALL of those "McLemore Monsters". They are nothing but another money making scam by city management to fill the city's coffers with much needed cash. The cans were to "ease" the burden of pick-up by not requiring a man to empty them in the truck. That's a joke -- each truck has ONE man to lift those 96 gallon monsters to empty them into the truck.
The City conned the people again by citing the ease of emptying those trash cans as a money saver. If it's a money saver -- why are they charging you $5.00 a month for the trash cans, and physically emptying them? Let's see --- that's $60.00 per year for the life of the contract. The trash can isn't worth $60.00. It's a "McLemore Money Making Scheme" ! Complain to your city!
Winter Springs move on water resources --- the "Scam" is to be exposed !
Watch this website for further developments of the City of Winter Springs attack on fresh water resources with the drilling of the deep well (known as #4) in Trotwood Park, and the siphoning of water from Lake Jesup at the dog park site. That's the ONLY reason they allowed the "temporary" development of that dog park. They were "sneaky" in their initial interests !

At a joint County/City meeting yesterday (March 22nd.) afternoon "Chuck" Paula, Parks Director for the City of Winter Springs, stated "All parks in the City lose money", but yet the City Mayor/Commission/Manager want to expand and build more. Like a "therapeutic" pool in the Senior Center complex where citizens from ANYWHERE could use at NO CHARGE !
The city will cram this loser down taxpayer's throats without the taxpayers even having a say, or a vote on the action !

Another Winter Springs city fathers patronizing, for a wrongful purpose, at the expense of the taxpayers. Commissioner sits as the president of this "private" for-profit organization to which most of the governing city officials belong -- see [ Big Money Misuse ]. This is to fill up "Tiny Town's" wasted space. Another $25,000,000+ million dollar City of Winter Springs egomania trip at taxpayers expense.

The developer of "Tiny Town" wanted to put in some shade trees on a piece of land owned by him. Commissioners/City Manager/Mayor didn't like the specie of tree, so they would only let the developer on HIS property put in VERY expensive Date Palm (8) Trees. Oh forgot --- the City decided to let the taxpayers pay for this upgrade. One-half of the costs of the trees --- $16,000 --- will be paid for by the taxpayers. Isn't it wonderful the City can dictate what can be planted (the other trees were on the approved list) on this "private" property at the expense of the City's taxpayers!

Winter Springs City Manager in another criminal cover-up?
Criminal activity in the City of Winter Springs would seem to have the protection of it's city manager and commission. One example is a sexual harassment charge that got the individual a cost-of-living-index raise -- see [ Sexual Harassment ]. This guy was another city's cast-off --- must have been a friend of CM McLemore.
Another criminal activity found the City manager and financial department playing "Dick Tracey" instead of turning the issue over to the proper authorities. Documents will show that the commission and mayor knew of all these activities --- but did NOTHING ! See -- [ Embezzlement ].
Now it is found by another municipality that a former Winter Springs parks and recreational employee mis-used a City credit card, and charged merchandise for work done on a Tuscawilla resident's driveway. For that $500 dollar credit card theft the city manager took away THREE of his vacation paydays. (Emailer-- you figure it out -- 3 divided into $500.00 --- that guy made more money than the city manager!) The other City found the activity in a BACKGROUND check !
It would appear the background checks need to be run on those sitting in the high back chairs on the City dais ! The city manager should be cited for misfeasance on his cover-ups !

Ex-commissioner Gennell's husband joins Martinez in his push to get back on the Winter Springs City commission where he was so destructive as a commissioner. Couldn't be a change of heart. It must be the huge salary increases they voted in for themselves. So, you know Martinez's BIG supporter Moti Khemlani is in the background, and you can bet McLemore is sitting back in the cheering section. McLemore has to save his job!

Latest Annexation Scam Uncovered ?
In analyzing the City of Winter Springs scurrilous proposal to annex into the "Black Hammock" area the obvious would seem apparent. When the eastern development of Barrington Estates (although another development name was used) the City of Winter Springs paid the developer $100.00 per unit (there were 330 units) NOT TO BUILD ANY recreational areas. The City than bought from the Avery Park developers swamp lands for $33,000 for what they called preservation of "wetlands".
That must have been recreational area for alligators, turtles, and snakes. The City had to offset the Barrington Estate build-out with a State Law requirement for equal amount of "recreational areas".
Now for what looks like an upcoming maneuver to offset the "Black Hammock" huge development plans. They CAN BUY the Winter Springs golf course as the recreational off-set. After all, whether it loses money or not -- the taxpayers will carry the burden -- they can DECLARE THAT PURCHASE as off-setting as recreational lands for State legal requirements. They're pulling your leg about a prevention measure against developments. That would be a horrendous legal battle due to a perpetual easement.
The past history of this City's Commission, and City Manager is well recorded to the extremes they will go to build huge projects in hopes of sales revenues for the sagging sales receipts in "Tiny Town". Just look at Commissioner Blake's strong-armed threatening tactics to fill the borrow pits for high density development. See --- the borrow pits [ The True Story ] . Are the Winter Springs Commissioners, and City Manager courting disaster. With their passion to find revenue for "Tiny Town" with HIGH RISE development of condos, and apartments have they placed the tenants/owners subject to the threat of destruction by fire? A recent "quote in the Seminole Chronicle" relating to a house destroyed in the Chelsa Woods subdivision of Tuscawilla ---

The commission meeting of January 23rd came out just as PFGG predicted it would in the information provided below. This City follows such a deceitful pattern of conducting "public" meetings is really not too hard to predict --- after all it's been going on for ten (10) years now under the current city manager. They (developer/City) didn't have their "ducks-in-a-row" for proper passage.
The agenda item WAS pulled from the night's agenda even though it was still on the information provided by the City. We told you there was trouble, and the city manager has even gone one step further. He has suggested a flyer be made up, sent to the people affected by the re-zoning, and then a "town meeting" be held -- ALL before the next meeting -- the first one in February. He cares less about the citizens --- this is to give the them time to file the correct paperwork, and see if they can get it by the State, which they have been unsuccessful under their current plan.
Another item that hasn't changed for years is the appointment of commissioner's cronies to City boards for political favors. Commissioner McGinnis was in true form with her appointment to the BOWS Board. If the commission ever appointed an independent free thinker it would call for a holiday in the City. Then also there's the possibility the land management company that McGinnis works for might profit out of the zoning change --- as if the commissioners aren't already over paid.
**** NEWS SPECIAL ****
Commission to hear 150 foot tower proposal to be located in the Tuscawilla Golf course at the January 23rd commission meeting. One commissioner is to be absent for that meeting. Anyone want to take odds on the fact it'll probably be a commissioner representing a district within Tuscawilla, or Miller's monthly absence. ( UPDATE: Tuscawilla' s commissioner Blake was the absent commissioner --- he's running for another office.) City Manager is to suggest they hire ANOTHER consultant to review the proposal. Citizens should attend this meeting to see exactly where the tower is going up.
Next thing the taxpayers' will probably see is a consultant hired by the City to show the commissioners the way to the bathroom. What in the world is the City of Winter Springs doing with a city manager anyway? At this city manager's salary -- why don't the CITIZENS hire a consultant to run the City? Consultants are running the City now --- why not ONE good consultant?
There was an agenda change (1/23/06) by Winter Springs City Manager McLemore that is a highly contestable issue. It's a rush to assist one of his developer friends, which has possibilities of "skirting" a State Law. Of course that has NEVER stopped Winter Springs.
What he has done is pull the agenda from Monday January 23rd Commissions' meeting --- but he got caught. That fact has been stated by phone calls only -- you CAN'T find it on the City's website. There is even now questions arising out of the formatting of that tax paid website. When questioned, those responsible in City Hall want to know what's the matter. Gosh -- they're the "professionals" -- can't THEY figure it out. They've probably been told what the website is suppose NOT to do -- make "public documents" easy to access on that taxpayer's website! Has anyone noticed, in the Orlando Sentinel of (01/15/06), the City of Oviedo City Manager had to fire his newly appointed Public Works Director for a small matter of an "omission" that he had left out of his resume about having been fired from his previous job. That small fact must have come from a background check. That type of thorough checking would be a plus in the City of Winter Springs.
Too bad the City of Winter Springs didn't have the same strict enforcement in place, and a City Attorney who had preformed the duty he was asked to do during his trip to Martin County. Had the integrity and honesty of the City's Commission had a "legitimate" background check ten years ago (1996 - January) the City of Winter Springs would've had a different City Manager. His name would NOT have been ---- "Ronnie" McLemore ! Has ANYONE on the dais been through a background check ?
In fact, some of the "second-in-commands" hired by this City Manager would have never been hired for the very same reason. One of his "lieutenants" had to be -- released ! See -- [ Turmoil ].
Citizens had better start attending the commission meetings in the near future before they get stuck with another "bond-con" issue. The further "commercialism" of the City's park system is to be enlarged under a "new" proposal from the city dais led by CM McLemore. Taxpayers are already paying HUGE amounts of taxes for the usage of the City's parks by "non-residents/taxpayers" of those Winter Springs parks. Residents only get a $5.00 price break just to join the current leagues --- that's ALL ! Don't fall for the same "pork politics" TWICE ! Read the story [ Developers & Fuzzy Math ].

PLEASE: No more calls about the Winter Springs City website. We agree with everyone of you -- the change is a MESS ! We have no idea why they went that route. It almost looks like they're going backwards in technology. Just try their SEARCH (?) engine ---- lots of LUCK ! It looks like they are purposely trying to make the records harder to find --- you gotta' be real familiar with the system format. To make a TRUE copy is almost an impossible task --- sizing and percentages have to be used.
CALLER : Told you it was tough. If that info you wanted is in that site --- you'll spend hours looking for it. The City's search engine doesn't function as most do -- try putting in just a name. You'll be lucky if it comes up. We tried one of McLemore's biggest developer "associate" names "Joshi" it couldn't be found. What does that tell you? Also, using an MS program -- you might be able to get a 8 X 11 1/2 copy correct. Bring it out in the program -- then size it. It might be good ---- if done properly. Yeah --- it's time consuming. Perhaps the City might insert instructions on how to use THEIR site --- if you want to spend the time fooling with it. Just order copies of what you want from the City Clerk's Office. You'll get your info ----- they can't rig a document request!
