It's quite obvious the City's sewerage system is in dire need of repairs. After all, some of the pipe lines are approaching over 30 years old, and in desperate need of upgrading to modern standards. A sub-contractor destroyed a section of the pipeline in the Highlands sub-division (still a problem) is current evidence of the City's lack of concern. McLemore's Commission needs the money for "Tiny Town".

Region 4 Enters into a Consent Agreement and Final Order with the City of Winter Springs, Florida, Settling Clean Water Act Violations
On January 23, 2003, the Regional Judicial Officer finalized a Consent Agreement and Final Order (CAFO), settling violations of Section 405 of the Clean Water Act (CWA). The CAFO requires the City of Winter Springs (City) to pay a penalty of $7,200.
The City owns and operates two publicly owned treatment works (POTWs) in Winter Springs, Florida. These POTWs generate sludge which is regulated under Section 405 of the CWA. The City failed to submit timely annual sludge reports for 3 calendar years. EPA and the City conferred and agreed to resolve the violations pursuant to 40 Code of Federal Regulations Part 22.18 to simultaneously commence and conclude the matter.
This failure to comply with regulations should be enough to fire the responsible party -------

The priorities of this city government is in the commissioners "Tiny Town" egomania lower extremities. The rest of the city doesn't count until the governing body finishes giving their developer buddies top priority, and cash impact fee incentives to continue the low cost high-rise expansion flooding the towncenter (?) area -- soon to be the Winter Springs slums. The "Highlands" sewerage problem --- raw sewerage in the street --- loss of power --- all caused by a city subcontractor NOW being REPAIRED by the city at taxpayers' expense.
(This is Commissioner McGinnis' district, and not ONE word out of her consistently babbling mouth about this obvious month long problem (still not repaired). Where is she hiding?)
Sewerage lines in the older part of the city have been ignored by the current city manager. Yet he spends money like a "drunken sailor" on providing NEW sewerage and water to his aggressively annexed NEW developments east of Highway 417. Even now trying to con Oviedo to allow him to use their Lake Jesup access to pump irrigation water into those areas. He drilled four bad wells in Tuscawilla.
The property he purchased using taxpayers' taxes was a failure as far as pumping water FROM Lake Jesup. All he can get is MUCK --- unless he pumps from the center of the lake on the Winter Springs side. Where is the St. John's Water Management people on the Winter Springs obvious attempts?
Take the money out of the City Manager's salary --- he's must bear responsibility for the ever increasing problems now incurring in the older part of the City. This man makes MORE than the COUNTY MANAGER. As a city manager of only 32,000 people --- he's NOT worth that expensive tax burden!
