The writer of the below letter appeared before the City commission to read the contents of his well prepared document. Many other citizens appeared before the commission expressing their concerns about the upcoming increases in the millage and City operating budget. One has to wonder, after listening to the tapes of the 9/26/05, where were the "dais darlings" during all the input of those citizens. The commissions responses from tapes will follow the below document.

It is very interesting to notice in the above letter that the information was supplied by the City's Finance Department. Wonder if the person who released this information still has a job? This is in COMPLETE contrary to the preaching's from the dais, and the tax paid letter sent out by the Mayor.
City Manager McLemore must have been livid based upon how information in the document deteriorated the prepared text he supplied the commissioners, or so it would seem from what they recited in their dais dialog. Repeatedly we have reported the fact that city officials are using a bond interest rate issue as the basis for setting the millage rate.
So they have taken this bond, voted on by the people, as a short time development issue, into the long term financial aspect of the City. That alone should be against the law, but with the "McLemorized" legal representation of the City that will NEVER be addressed. Maybe the State ought to step-in to look at the financial manipulations of the City.
Just listening to the "lapdog commissions" responses it is undeniable that the commissioners reverted to prepared speech dialogs composed long before the meeting even took place. Maybe the idiotic response were even prepared in advance for the commission by those that at least knew, or had some idea, of what was taking place.
McGinnis took in to consideration that the people were correct, and no raises were needed in the millage rate to accomplish what is needed for the City. She forgot one thing ! How is the City going to pay for all the un-necessary improvement to the private developer's projects, using taxpayer's funds, that SHE VOTED for at no time questioning the costs. She had to say what she did from the dais to appease the crowded commission chambers, but at the same time she had already voted to improve her developer buddies projects.
Gilmore cited dialog that was just plain stupid. He wants the City Manager to run the police department. The City Manager can't even run the City --- he uses his tax paid consultants.
Miller takes information, supplied by Police Chief Kerr, to even say that crime IS ON THE RISE in Winter Springs. He ought to know --- he voted for all the additional low cost housing, commercial, and rental property projects. Parking garages, streets, sewerage, lighting, and etc for private enterprises' properties. In other words -- "Tiny Town" aka Town Center (center of what --CRIME ?)
Take a break -- it doesn't get any better with the "dais darlings ranting" !
Blake really goes out on a real egomania trip with the quoting of ridiculous statements, and figures never heard, or seen before by those in attendance. He really gets his jollies with his dialogs of possibly restless nights of preparation. One prime example of his "double talk" is referring to the spending of general funds as an "absolute recipe for disaster". Yet on 1/27/03 he does the very SAME THING, which he referred to as being a disaster. The only disaster here is Blake !
