Visitor Adds To Published Article !
The below email was received by People For Good Government after our article outlining some of the very questionable actions by the City of Winter Springs officials. Those actions have been forwarded, and have brought many visitors to just that one page published. If you wish to review the contents of some of that publication click [ here ] to read the article.
PFGG has edited the content of the email received in order to present in entirety the findings of the person who sent the email. We have left the paragraphs intact, and only justified them to format the contents into a readable format. PFGG will neither accept validity of those contents, although some do parallel our findings when researched, but will acknowledge the material as being very close to that of our findings.

You people should look harder, and maybe you'll set some people straight on what they can find. Has your research brought any of the below findings to your attention?
It has been confirmed by multiple sources that Edward Martinez, Jr., a.k.a. Eduardo Martinez or “Commissioner” Ed Martinez, has been living at 432 Windmeadows Street in Altamonte Springs as early as April 2, 2004. Several public documents filed with the Seminole County Clerk of the Court attest to Martinez and his wife’s change of residence outside of Winter Springs’ city limits. However, do not be misled to think that Martinez and his wife just moved into the Windmeadow condo because of the recent quit claim deed conveyed by Martinez’s son Edward on April 29, 2004. According to 2003 tax records, Martinez’s son did not claim the Windmeadows condo as his homestead because he lives on Middletown Road in Bronx, New York. The condo was ready and waiting for Daddy Martinez and his lovely wife to move in on April 2nd. Look at the address on the affidavit signed on April 2, 2004 by Martinez and his wife on Page 1712 of Book 5254 in the Seminole County Clerk of the Court records. This and other documents use the same Windmeadow address.
In addition, several eye witnesses have affirmed that Martinez has NOT been taking safe haven in friend Moti Khemlani’s house at 605 Morgan Street in Winter Springs, but has in fact been living in Altamonte Springs. The ultimate deception was after the April 26th Commission Meeting when “Commissioner” Martinez celebrated his triumph at Napoli’s Restaurant in Winter Springs until approximately 9:45 p.m., and then took off for his home in Altamonte Springs as eye witnesses can confirm.
The fact of the matter is “Commissioner” Martinez is defrauding the citizens of Winter Springs. What other lies and unethical maneuverings have he and others on the dais said or done to cover up his deception? Well, publishing false and misleading information on the City’s website is one of the things he has done. Are the 3Ms involved once again? Who else in City Hall is involved?
Martinez has not been a resident of this City as early as April 2, 2004. This puts into question all actions taken by the City Commission at its April 12th and April 26th commission meetings. Commissioner Michael Blake was absent from the April 12th meeting and Commissioner Robert Miller at the April 26th meeting. This means any other commissioner leaving the dais during those meetings would create a lack of quorum of the commission since Martinez was not a bona fide commissioner given his change of residence to another city. Martinez voted on agenda items knowing he was not a resident of Winter Springs. His votes on all matters at those two meetings are void under those circumstances. His lack of ethics is appalling.
And, to top it off, Edward Martinez is also defrauding the THOA membership. He is no longer a member since he does not own or live within the Tuscawilla PUD. Yet he continues to sit on its Board of Directors and is an officer. Who is helping him to defraud the members of the THOA as well as the citizens of Winter Springs? Of course, the one and only flim flam man Moti Khemlani who is in collusion with Martinez. Martinez and Khemlani’s actions are unethical and deserve investigation. Is part of all this deception so that Moti and Martinez can sneak in the bylaws change they want at the THOA general membership meeting on May 27th?
This meeting conveniently occurs one day before “Commissioner” Martinez’s May 28th effective date of his resignation and “moving” from the City of Winter Springs. It is clear from this escapade that Moti Khemlani is the one and only person who runs the THOA and the City of Winter Springs? Khemlani should be forced to resign from the Tuscawilla Lighting and Beautification District Board because of his involvement with the Martinez deception.
Finally, kudos to Commissioner Blake for being the lone wolf on the dais calling for restraint in appointing Martinez’s successor at the April 26th commission meeting. Isn’t it odd that the Commission appointed a successor for Martinez’s seat a month before he actually left office? Maybe the other Commissioners really did know that Martinez had already left the city prior to April 26th, hence the hasty appointment of Don Gilmore. Count on it.

( Publisher's Note: Not only was Gilmore anointed by Martinez, but there was actually another candidate who had written a letter to the City desiring to be placed in nomination for the very same seat. The mayor didn't even allow the letter to be presented in nomination for a vote.
Thus Gilmore became one of McLemore's permanent fixture cronies upon whom he could rely upon to bid his will. Gilmore was elected at the expiration of the Martinez term to become placed into the body of long term commissioners ---- unless he is defeated at the next election of that seat.
