Our position: Intervention is needed to get Winter Springs growth under control.

Elected officials in the Seminole County city of Winter Springs have two choices: They can either start responsibly managing growth or get out of the way and let others do the job for them.

For years, Winter Springs stubbornly has refused to cooperate with the county to set boundaries for future growth while preserving the ecological treasures and rural way of life in the eastern part of the county. The Econlockhatchee River, the Black Hammock, the St. Johns River, the Geneva Bubble -- all could be affected by Winter Springs' determined march east.

So this week, county commissioners smartly agreed to let voters decide the issue. They preliminarily approved a proposal by Commissioner Randy Morris that would allow the county to weigh in when cities annex land in rural areas with the intent of promoting full-scale development. The proposal could go to voters this November.

Practically speaking, the amendment to the county charter wouldn't affect any city other than Winter Springs. Other municipalities in the eastern part of the county already plan future growth jointly with the county. Only Winter Springs continues to treat the concept of properly managing growth as a big, fat joke --once posting a sign in city offices that

 boasted "Eastward Ho !"   

Winter Springs, led by Manager Ron McLemore and his lapdog City Commission, won't take growth-management issues seriously, voters should force the issue this fall. And Seminole County shouldn't hesitate to put the measure on the ballot to give residents that opportunity.
