Higher Millage Rate Passed By Commission !

Commissioners set like bumps on a log during public input, and then lied through their grinning teeth as they passed the highest millage rate (4.75) in the history of Winter Springs !

There are so many of those lies that it will take an extra day to list them. We WILL use names of Commissioners lying AGAIN to -- THE PUBLIC! Voter fraud should even be given close scrutiny. Eight people on the dais know what that is --- the Mayor, Commissioners, City Manager, and the City Attorney!

Mayor's "gouge letter speech" of the 9/12/05 Commission meeting was a phony !

Mayor claims NEW garbage pick-up service is going to have to be increased. Yet he doesn't say anything about the $2.03 per month that the city has been gouging the citizens for NINE YEARS! Yes for nine years the City Manger conned up a phony incentive plan --- paid for by taxpayers --- that was used for other purposes. This is the same phony charges the Mayor was asked about two years ago, and he said he would look into it ---- which he NEVER did (three witnesses to the conversation).

What else are you going to hide Mayor? You hide the ENORMOUS (196+% increases) raises you, and the commissioners absconded with to offset your lavish new spending/golfing requirements. Gilmore was also in on that issue --- I guess that's why you two can now enjoy playing golf together at the Tuscawilla Country Club. Quite a change from the less expensive Winter Springs golf course --- isn't it Mayor? It must be true --- politicians have no integrity, or moral conscience ! How are you going to finance Blake's WiFi system -- a $3.2 million dollar toy ?

JUST IN-- to be approved --Well hidden on the 9/12/05 agenda is what we have been telling you about the need for parking garages. This was discussed at the end of a meeting -- 8/22/05 -- (public long gone by 11:00PM) that the real facts are still being hidden by the City, or the failure of "Tiny Town" is most assuredly in the horizon.

Remember now -- this has NEVER been discussed in an wide open public forum --

"I don’t think you need an expert, I think we have to realize and say ‘If we put six thousand people into the Town Center, we are going to need five thousand parking spaces. How are we going to get five thousand parking spaces, if we can even get five thousand’.” This by one of your TRUSTED (?) commissioners !

It really is hard to believe which side of their mouth the "dais darlings" are talking out of --- for ALL the different stories they tell. Why, in the Orlando Sentinel -- 8/11/05 --, after announcing the 8 mil cap on your property taxes, they said " they don't really plan to raise taxes --- THAT HIGH ". So now, after all the flack they were getting, they come out with yet ANOTHER statement as outlined in the box below.

It getting harder to tell when Winter Springs officials are ACTUALLY telling the truth !

Important Notice on Proposed Millage Cap
On July 11th, as required by Florida statute (200.065) the Commission set the proposed operating millage cap. The cap was established at 8.0000 mills. The proposed millage cap is used for planning purposes only. No major changes in the millage (currently 4.55) are anticipated in the final budget. Two public hearings regarding the tentative budget and the proposed millage rate are scheduled for September 12th and 26th at 6:30 p.m. in City Hall Commission Chambers. The above is straight from the City's web site. This just shows you what kind of deceitful, and devious management, and government is running YOUR City. They just threw out a figure, because the City Manager had no plans yet on how he was going to approach deceiving the people on his "Tiny Town" spending. He had a COMMISSIONER present the budget package "from his seat" long after the public had left the chambers -- if there was anybody left.

As we have pointed out on previous pages --- they WILL arrive at an increase. That's been the pattern for years, although the City Manager has another way of deceiving the collections of tax dollars. The BFI "Bonus Incentive" package, which the public paid for in a span of nine years, is a fine example.

That was the $2.03 that appeared on your monthly water bill without even an explanation of what it was for, and you paid that for NINE YEARS. The Commissioners knew about it --- the MAYOR not only knew about it, but when questioned at a public meeting played dumb. He was even asked about it back in 2004, and said he would look into it ----- he NEVER came out in public with the answer. It was later brought up in a commission meeting --- the city manager had spent it.

( Your right emailer --- now, they'll probably claim they, after spending all the time discussing what they needed the extra money for, will not come out with an increase, or if they do it'll be small. At least not what they HAD PLANNED. They can't afford too --- too many citizens were outraged at the action taken by the sloppiness of the whole show. The 8 mil increase was "Showtime".

That's the reason probably the city manager had Miller bring it up from his seat. He didn't want to take the blame for the pure stupidity of any increase suggestion on property ------- at a time when property values have SKYROCKETED !

Don't be shocked however --- the city manager will find another means to hit the taxpayer for more money ! He can't pull the same scam with the utility bill add-on -------- so they'll just raise service charges & etc. ----- and then shuffle the money! )
