Over three years of stalling, and legal maneuvering has once again cost the taxpayers of Winter Springs. This is due to the inability of City management to perform as a responsible body. It is obvious the City Manager has no love for unions, and took it upon himself to try and force the County to take over the City of Winter Springs Fire Department.
It would seem that a governing body of City employees would have an advantage over his desire to rule single-handedly all functions of the City of Winter Springs. The bargaining fiasco has been going on since the year of 2000, and it wasn't until June of 2002 that the City Manager even took part in the bargaining process.
It must have been beneath his "expertise" of negotiating, as required by a legitimate City Manager. In the infamous seven years of dictatorial rule by this City Manager, he couldn't even provide decent facilities for the existing firefighters quarters as seen on this page [ Click Here ].
Why doesn't he apply to the County for a job, and leave the Fire Department management to qualified individuals? This is the same man who buys used vehicles for the police department, while buying himself and City staff new XL Explorers, etc.. As a City Manager, his priorities are backwards.
