SLUSH FUND FALLOUT +
NEWS BULLETIN
The tax wheeling City commission makes City Manager McLemore highest paid for his job in Central Florida. One of the smallest of communities spends the most for management, who has to rely on consultants to advise him on what he should do. This was one of the questions in his firing in Martin County. He and the County Attorney, who McLemore brought to Winter Springs, were BOTH fired. There was NO legitimate background check on either --- it was manipulated !

City Financial Director Resigns
This past week, the Winter Springs Finance Director resigned her position. This makes someone wonder….are the City finances getting too hot for the people who work at City Hall?
( This was a strange occurrence. The City manager gave the Finance Director three-months pay for maternity leave. However, as nice as that is, the Finance Director was adopting a child. She is to be congratulated on that event. Back at work, she turned in her resignation.)
SPECIAL PUBLISHER'S NOTE: The path now clear for one of McLemore's fellow church members, who happens to be a current City employee, to assume the Finance Director's position now that the former finance director has resigned. Has this been the plan all along to place his friend, who happens to be a CPA, in a key position so he can overly manipulate financial questions ?
Does CPA in this case mean --- "Conveniently Placed Associate " ?
Is the City Manager putting off the inevitable? Is he trying to spread the blame for the misuse of such funds as the "Slush Fund" created by the overpayment of our sanitation monthly bill? This has come before the residents of Winter Springs many times in the last few months.
Why won't City Manager McLemore reveal the truth behind the use of his "Slush Fund" package? Any use other than bonus payments to the BFI contract waste management employees would be questionable as to the assessment of the citizens of Winter Springs.
When are the people of Winter Springs going to wake up and force the City Manager Ron McLemore to own up to his misuse of public funds?
As this story unfolds, we were just informed that an Assistant City Clerk has just resigned. Could it be that the HEAT IS RISING at City Hall? The turnover of City personnel is like a graduating class at the local high school.
Since 1996, the beginning of this City Manager's regime, the turnover in City Hall has outnumbered the ENTIRE turnover for the previous 37-year history. That alone doesn't speak too highly of current City management. Plus there's other factors involved in this City Manager's dubious hold on the City.
WHY HASN'T HE EVER REVEALED THE DOLLAR AMOUNT OF THE EMBEZZLEMENT THAT TOOK PLACE RIGHT UNDER HIS NOSE ?
The City Manager's use of outside consultants really is a burden on the taxpayers. Maybe this man isn't qualified for the job at such an exorbitant salary. Anybody can hire outside help --- that doesn't take a genius. The fact that he wants to expand City Hall, even though ONE WHOLE HUGE department is to be housed in their own new facility on SR419 shortly. It is the opinion that if some of the on-premise consultants were forced to work from their own offices, instead of the taxpayers', so much room would not be necessary. Just consider the example of the consultants' portion of the building now --- [ Click Here ] .
Another example is the hiring of certain people within the administration, where their function is almost parallel to that already in existence. These people are hired to fill the City Manager's extremely high budget to offset expenses sometimes caught as unnecessary by the Commission ( a job they haven't learned at this point ). These people are put in place on an uneasy basis and, are constantly under the gun. See an example of one position --- [ Click Here ].
Although treated humorously -- the situation is truly serious !
Arrogance and deceit seem to play an important part in the current administration's plans. Meeting agendas are forestalled until the last possible minute. That is probably due to the polling of Commissioners prior to placing them on the agendas (the City Manager's responsibility) so that any opposition is cast aside or at a minimum risk. A check of the agendas issued from the City Manager's office would show almost a 99% percent guarantee factor before being brought out to the public.
The Commission, not wanting to withstand the wrath of the City Manager, usually makes sure his agendas are passed. Minor opposition is usually voted down by the hand-picked bloc of the 3M's (Martinez/Miller/McGiness). Often a Commissioner's own agenda has been defeated. It didn't meet with the City Manager's approval.
There is but ONE way to resolve the current City's financial and management deficiencies. At election time ALL incumbents must be defeated. A very difficult, but much needed task. Their over six years of adding to the City's largest problems should end.
They will band together to fight such a move, or even, under the pretext of reformation, mislead the voter into deceitful alliance with the ploy that they'll clean house. They did it during the last election, and nothing changed for the good. They even finance cronies to run a false front to split votes, like they did in the last election. In the end, the City is the same as it was six years ago.
It's filled with personal financial involvement in development projects (Town Center), elected a front for a ex-commissioner who still tied to the seated replacement. It All comes down to the one CRITICAL factor ---
This City Manager Must Go -- He Cost The Taxpayers Too Much Money !
Give the City Manager his "golden parachute" -- let him bail out --- before the City crashes !
