The  Figures  That  Shot  A  Commission  Down !

          The charts below were complied in August of this year --- 2005.

(The figures of the increased building, and population are from County sources.   These are not the figures of projects, and increased population projections that are STILL hidden by the City.)

          Commissioners in attempts to hide their future frenzied spending were laying the blame on the manpower requirement for the police department, and comparing it to other cities as being in line with other pay scales.    The only pay scales out of line is the Commission/Mayor's self imposed salary increases of over 196%, and the City Manager's over $225.000 dollar "golden parachute package".   In fact, he'll probably come in on his yearly con job for another hike in either October or November.    He has NEVER put his raises into the budget process.   So much for a planned budget!

(The figures below will never be found on any McLemore/City staff produced documents.)

ALL indicate increases based upon the huge building projects, and population explosions !

          The above chart only shows what is PUBLICLY known.      It is known that MORE than 2000 home/condos/apartments are to be built by the end of 2006 increasing population to the extent that current roads, City services, water supplies, and schools will be impacted beyond what the City has in either financial means, or planning forecasts.      There's NOT one person in our City government that has taken time to consider the consequences of their lack-of-intelligence.

           The following charts A, B, C show the lack of TRUTHFUL information of current releases by City management to proper County agencies.    That's one of the reasons the City tried to cover-up at the School Board re-zoning process meetings that took place.     Even the Mayor, and commissioner Gilmore, at the school re-zoning meetings, didn't reveal the REAL facts.    They "show-boated".

 

          Chart "C" below is grossly under-estimated as reported by the City.    There's more than the total shown all ready planned for the area behind the Mobil station on SR434 going down toward the Tuscawilla PUD.    In fact, this chart is a REAL phony.    It doesn't show the Vistawilla project, the project bordering the north side of SR434 to the Greenbelt (SR417), which has ALREADY been published in the Sentinel.    The City management/commission is covering up their building frenzy.

          The below next two charts speak for themselves.     Of the 33-1/3% increases in police calls, it has already been revealed that 21% of that is "CRIME".    (That should include the City dais)    The Code Enforcements calls is even underestimated.    They're understaffed, because of the commissioner's reluctance to release money unless it goes to their developer buddies, and their projects.    Ask the City to produce the records of "taxpayers money" being use in those private developments.     It would take a court subpoena to get enough of the financial information and books to audit to even get the true information!    Just look at what they have kept from the "public" so far! 

Chart "G" is a real tell-tale-story of the Winter Springs Commission/Management deceit !

The dais claimed the police department is asking for $1.7+ million dollars is --- FALSE !

          The line of decency and deceit has to be drawn here.   The "dancing-dais-darlings" have gone too far now.   For weeks through budget workshops, and two commission meeting they deceived the public by inferring that $1.7+ million dollars was in the budget needed for the Police Department.     Their REAL use needed to raise the taxes was not even put out on the table.   A well MANAGED con!     

          They tried to use the police budget as a shield for their egominia-dvevelopment projects (parking garages for PRIVATE MERCHANTS, a Mayor BUSH library, streets, and services such as water) for their developer buddies.    They needed more money for their failing "Tiny Town's" sales revenues, which was caused by their own stupidity --- i.e. PARKING!

           It was pointed out that the information used in the charts on this page was not compiled until August of 2005.   Actual date was August 15th, and was presented at the September 12th meeting.    It was NEVER referred to as the ACTUAL requirement of the police department, but set aside.     The figures, or document was never made accessible by the City Manager controlled City Hall/Commission.     Why?   They knew what they had been "preaching" was a LIE-- the $1.8 million!

One line in Chart "Q" of the document package as below ---- SAYS IT ALL !

The figure "4" is the number of officers needed completely outfitted with purchased cars !

The figure $324,671.52 is the total needed on the NEXT year budget for their requirement !

Ask the City for a copy of this page called "Chart Q" -- the whole and truthful story is on that page.

          The City Manager, Mayor, and Commissioners had this document all along in the public meetings, but chose instead to ply the dais with lies!     Officials in the City of Winter Springs have to play childish games to accomplish what they try to hide from the taxpayers.   They tried to con the taxpayers, and lay the blame on the police department.    SHAME --- SHAME -- so what's new?

 

          Chart "H" really shows the public where the City of Winter Springs stands in the payment of services provide to service personnel of the City.    Notice the police department of Winter Springs is the LOWEST on the list.    In comparison --- if you took the income of the City commissioners, they would be four to five times MORE than any city on the list.   The City manager's pay is HIGHER than any city in Central Florida - over a $225,000 "golden parachute package".   Consider the tax money spent to help him in his job with consultants -- the cost of this one man in Winter Springs would probably be well over 1/2 million dollars.     Nobody is worth that in a city of 32,000 people!

          The following chart shows the coverage of the City's police department.    The City of Winter Springs is the largest city in Seminole County area wise.   The white sections in "A", "B", "D", and "F" are areas of planned development.   The City Manager, and Commission plans on covering these areas with smaller high density housing projects along with interspersed commercial development.

          This will be of lower cost housing/condos/apartments just to increase the population in anticipation of them spending money in their floundering "Tiny Town" aka towncenter.    If there were shops of material merchandise it could be a reality, but improper planning has NOT provided aqueduct parking facilities for such other than high rise parking garages NOW in the planning mode.    How would you love to push your grocery cart from Publix to the top floor of one of those parking garages?

          The "Dais Darlings" can't get out of the fact what they were saying was totally out of line by using the Police Department as their crutch to raising taxes.    In other words --- not only were they lying, but they were using figures NOT even consistent with the written proof right under their noses.    They had the documents, and obviously hoped you wouldn't gain access to them.    It makes them not only look bad, but proves you can not believe what is said from the their dais seats.

          They were lying to cover up their greed for your tax dollars for special projects -- the PROOF is in the above documents.     They were given the figures you saw above at the September 12th, 2005 commission meeting.    All along the City Manager, Mayor, and the Commissioners were touting, and using the excuse that the police budget requirements would take just under $1.8 million additional dollars, and that was the reason they had to raise taxes.   All were telling BOLD FACE LIES !   

          They had NO INTENTION of letting the public know what the real reason was behind raising taxes.    That's the "modus-operandi" of the current City Manger.   Not only that, but do to the outburst of public rejection of their increases they now have other plans to CYA by spending MORE taxpayer money in mailing out another "propaganda-rag" --- the Insider --- to cover-up their taxing blunders with more mis-information.   Just like the letter sent out at taxpayer expense by the Mayor, which was proven to be false and worthless.
