What a City Manager, Staff, and his "lapdog " Commission has done to its' citizens' tax dollars, land, trees, and a general assessment of what a City's Government/Management ---

      The below list is just remnants of a City's controlled by a City Manager, solely dedicated to his own financial enhancement, and fiscal fantasies of the Commission that approves the financial irresponsibility of their own egos.    The self-enhancement position of the elected political figures are self evident, and even border upon conflicting financial interests and gains.   Even those interests have been documented, and are available within the contents of this web site.

         Most ALL of the contents of the past seven years are contain on the pages of this web site, and have been there for ALL to scrutinize and judge accordingly.   Contents are obtained solely from documents, official City paperwork, news media, tapes, and first party witnesses.    These have NEVER been challenged due to the authenticity of those contents.

         Biggest and foremost of all the detrimental irresponsibility has to lie within the financial structure of frantic spending on projects strictly approved for developer friends, requiring the extortion of tax dollars for not only the construction of such, but relying upon additional financial burden of the tax dollar for maintenance.

The TLBD Bond Maneuvers and Manipulations

• The TLBD Bond has mushroomed into one of another manipulation of not only a straw-ballot vote, but the HUGE usage of taxpayers money on private properties.   The Tuscawilla Homeowners Association raped off more than 2 1/2 million dollars of the money to restore THEIR properties which they not only purchased for $10.00, but receive tax appraiser's exemptions, and $35,000 for the County's purchase of an easement strip for road right-a-way.  

  • The TLBD Bond is now seeking a 100% increase now in tax assessment money from the residents, because of the above misuse of funds, and poor management of the initial funds led by Moti Khemlani'S kronie current commissioner Gilmore chairman of the committee to oversee this project.     This was the most manipulated City Board ever formed.

  • They even got the City to spend over a 1/2 million dollars to purchase, rebuild, and maintain a private road about 75 yards long, which they name for another Khemlani Kronie "Gary Hillary Way".    This came out of the City's tax funds paid by ALL the citizens of Winter Springs.

  • The whole project was under the control of a City Manager Rotary Club buddy who not only was the sole source (another of the CM's "no-bid" process) of the overall project, but controlled the choosing of the secondary contractors involved in the building and construction of the project.   Bill Starmer of SRI pick all the contractors, and designed all the projects built on PRIVATE properties.

  • The residents of Tuscawilla will never end paying for this project.    The TLBD Assessment Bond even took the City's responsibility of maintenance of City property, within the Tuscawilla PUD, out of the City's hands, and placed the tax burden upon the residents of that community.

The Parker Property Purchase & Park Bond Scam.

• This bond was touted by the City to be the glorious park land purchase, and enhancement of park facilities.   It has turned into just another of the City Manager's financing schemes.    The money was to be used to purchase this land, clear off (strip it bare), and expand Central Winds Park.    

  • It got as far as devastating the land, and then --- stopped.   For now almost three years this property has sat dormant.    Was all of the expansion funds misused --- maybe spent on the failure of "Tiny Town" --- aka The Town Center?    Remember now this is one of the reasons the City officials want to double your taxes from 4 mils to 8 mils.   

  • Commissioner Miller says they need a "parking garage" in "Tiny Town".   They don't even have room for parking if they put a 7 -11 in the commission designed development.   Now they want to compensate for their blunders.    They made themselves design engineers with nothing but egomania ideas and planning.    The best move would be to replace ALL those on the dais!

  • The City Manager's goal was to install a "pumping station" to drain water from Lake Jesup for irrigational purposes due to the additional requirement of water to feed his eastern aggressive annexations across SR417.    They dug more wells in Tuscawilla to feed those annexations with drinkable water.   

  • So the City Manager cares more about supplying services to his concrete annexations to provide his lackluster "Tiny Town" aka Towncenter with revenue than worrying about the water of citizens currently paying his ransom as City Manager.   His priorities, as well as his "lapdog" commission, is totally warped.
