former commissioner's land deal raises questions !
THE LAND RECORDS ARE BELOW -- AS RECORDED IN THE COUNTY LAND OFFICE !
Has former Winter Springs City Commissioner McLeod padded his pockets to the tune of $4.2 million, and is he laughing all the way to some bank in Virginia? Is there little doubt that McLeod, while on the City Commission, used his position of influence to maneuver the City to play his game of under the table development deals in order to annex his SR434 properties, and get the highest town center zoning?
SPECIAL NOTE: It must be revealed, at this time, that Winter Springs City Manager McLemore is the registered agent of his wife's realty/mortgage/broker investment company.
For those of you who are not up on McLeod’s reign in City Hall, most of the land parcels in question were purchased by McLeod’s Highlander Investments in 2002 and some in mid-2004. Not so coincidental, McLeod (who sat on the City Commission for many years as well as the Planning & Zoning Board before that) was a big player in getting the City to create the Town Center zoning from its earliest days.
Then on May 10, 2005, the Mayor and City Manager signed a developer’s agreement for McLeod’s property only for McLeod to turn around and close the sale of the land parcels a month later to Levitt & Sons of Seminole County LLC. Now, one has to assume that the deal between McLeod and Levitt was in the works long before the developer’s agreement was signed.
And isn’t it funny that Levitt & Sons is the same company that bought the three parcels of land along Orange Avenue that includes the deep and murky borrow pit? Is it possible that some high ranking official in City Hall is playing broker between land owners and Levitt & Sons, and has his hands deep into Levitt & Sons pockets possible, or maybe even a little vice versa?
But, taxpayers will never know how deep, because the City Manager will be sure that the public never sees those records. They probably have already been shredded.
Finally, is it no surprise that the same night that the City Commission voted not to extend the 2002 developer’s agreement for Joseph & Zelia Miranda’s SR434 property that ex-commissioner McLeod was lurking in City Hall? Could ex-commissioner McLeod have played a heavy hand in the Commission’s quashing the Miranda’s attempt to develop their property next door to McLeod’s? Who wants an auto body repair shop next door to some "toney" town center townhouse "ant hill" projects?
What demands did Levitt & Sons, with perhaps McLeod orchestrating from City Hall, lay at the City Manager’s door to make the Miranda project just go away? We’ll never know. But it would explain why McLeod's Hummer is always "humming" around City Hall.
There is a stench in this town, and it is coming from City Hall.

When will it end ------ ???? When the citizens of Winter Springs wise up, look around, and see that your tax money is being manipulated by those with self-serving interests at hand. Then they will have to go to the polls and oust those that only serve themselves for either political, or personal gain. The mis-use of your tax dollars has gone TOO far! Example ----
Not only have you BOUGHT your commissioners laptop computers, but are now going into the usage of "Blackberry Systems" so your commissioners can play around with even more of your hard earned tax dollars. The guess is that the majority of them don't even know how to operate the laptop computers, but they like the toys you provide them.
Commissioner Blake (probably with the Mayor's blessing) even wanted the City to install (with your tax money) a Wi-Fi system --- so the commissioners would be able to play more computer games. The City of Orlando, which tried the system, dropped it, because of ALL the people in Orlando they could only get 200 subscribers to the system. And to think Commissioner Blake wanted to spend YOUR money so he could play computer games.
NOTE: Emailer --- the name of the City Manager's wife's company is "Mortgage Security Network, Inc". and they're working out of their home at 1620 Eagle Nest Circle in Tuscawilla. Or, if the information above is factual maybe it could be 1136 West SR434 (City Hall) Winter Springs?
No wonder the City is raising your service taxes !
It's Time To Start Ending the City Hall "Dais" Games ---
The 2006 VOTERS CAME CLOSE TO ENDING THOSE GAMES !
So Far 2007 seems to be continuing to head in the same direction !
