The Big Budget Con by the City of Winter Springs
The City of Winter Springs has been playing games with their "phony" workshops, and commission meetings since September 2007. Little known to the public is the fact that the city inserted into the 2007/2008 budget a "FUDGE FACTOR" to cover their behinds on the "fire tax" already put in motion and orchestrated by "Connie" McLemore.

According to a report written in the Seminole Chronicle this "fudge factor" is to believed to be as high as 25% of the revenues NOT received in the new "fire services tax" to be implemented on May12th, 2008 at the commission meeting. So when the budget was approved prior to the approval of the "fire services tax" the commission already knew that the "fire tax" was to be thrust upon the citizens of Winter Springs. All the so-called workshops, budget meetings, and commission votes are nothing but a phony front for "Connie" McLemore's budget schemes to tax Winter Springs citizens higher. They "phonyed" up a lower taxable millage rate only to add on the "fire tax" which exceeds the States guidelines of lower property millage rates.
"Buffy" Bush and his "Three Stooges" on the dais knew this all along. They just toyed with the public, which accounts for their total irresponsibility to even listen to the public input. Miller, McGinnis, and Gilmore are nothing more than a front for "Buffy" and Connie"! All of these elected irresponsible professional politicians should be immediately removed from office, and a commission put in place to get rid of "Connie" McLemore at once. The McLemore firing can be done with the right vote in November without a recall --- with the exception of "Buffy" the mayor who must be recalled!
And as long as a recall for the mayor is being done just add McGinnis to it --- for a CLEANER CITY DAIS. Gilmore and Miller can be replaced with a "Peoples'" choice in their commission seats (watch this site for political ties -- if any -- of the future candidates). With a "GOOD" commission you can lower city overhead by a tremendous amount by simply firing the city manager and attorney with replacements at a much lower budget strain with the hiring of competent replacements.
After all, the housing/property values in Winter Springs have gone down by 15.3% the past 12 months (per Orlando Sentinel of May 6th, 2008), and the budget hasn't been adjusted a cent. Even a 10% cut in the budget would be close to $7 million dollars of which the city manager's office, and city attorney's office would be a HUGE portion if adjusted with more reasonable and responsible replacement costs. The salaried high overhead , and the extravagant high out-of-sight pension plan is a tremendous drain on the taxpayers. McLemore alone has THREE separate retirement plans ---- paid by the taxpayers. His retirement package is one of the HIGHEST of any city manager in Central Florida! It's CRIMINAL!
