             Sometimes one has to wonder just how much more will the citizens of Winter Springs take of the outrageous land development and annexations for increased revenues.   But then, the City hierarchy has adopted many excuses to overshadow the tax needs by other hidden agendas.

            PFGG has informed the taxpayers of the City of Winter Springs of the maneuvering and previous misuse of their tax dollars by the City management.   At the March 14th Commission meeting, a Commissioner had asked that a previously passed agenda item be brought back onto the agenda for discussion.    It was the extravagant use of $38,037.00 given to County/Lynx program for a "Para-Transit System" for the City of Winter Springs.   The City doesn't even have a bus route.

            Here's what took place.  When the subject was brought up, concerning that $38,037.00, that would only benefit 50 people for ONE YEAR.    As the topic was opened, the City Manager was asked if the bill had been paid yet.    City Manager McLemore's answer was "YES" ---- which silenced the real issue at hand --- the outrageous, unfounded charges by County/Lynx.    In other words --- was this expense necessary?

            Now for the deceitful actions taken when the question was asked --- "Had the check been sent?"   What McLemore failed to tell the Commission of the $38,037.00 --- ($7,607.40 per person) was paid when he didn't have to,  because ---

only  $9,509.25  was  due --- he  overpaid  the  invoice,  sent  by  the  county,  by  $28,527.75  dollars !

            The total amount didn't have to be paid for another three quarters of a year.   If the City of Winter Springs had a Commission with guts, they should deduct the overpayment from his salary.   Remember, this is the City that can't afford $3,000.00 for the "Paw Park"!    The taxpayers should have him fired if he refuses to pay for the $28,527.75.   Remember, this is the Commission that is "cash-strapped".

  

              When the real truth is known --- does it get worse?   The City, as promoted by the City Manager, needs a couple of favors from the County.    They already have one County Commissioner who put the action in place, but they need additional votes from the rest of the Commissioners.   What are these favors ?

The City needs access to a portion of the tax-supported County Trail System for a commercial venture to fulfill their annexation revenue requirements.    They need to use the Trail behind the high school to fill the burrow pit.   They were "Towncenter Blinded" and brick paved the other access road,  Tuscawilla Road.   Those painted bricks for beauty could never handle that kind of heavy road traffic.   Is that favor number ONE?

Favor number TWO is a well hidden agenda.   It's to be called the --

 

"Land and Water Conservation Fund Program"

This is the continuation of the "Parker Property Bond" --- or in other terminology, more fitting, the great "BOND-CON"!

What it really means is another purchase of land in the name of Parks and Recreation.    This is a well-hidden motive of acquiring land under the "Great Park Expansion" programs.

Remember the "Parker Property Bond" issue taken to the voters for 3.4 million dollars?  That initially was to purchase, clear and, put "Grizzly" practice football fields on.   NOT SO !

That was a huge ploy, and is resulting in approximately another 5 million dollars over and above the initial bond approved by voters.    But that's not all!    Now the City will tell you of a road needed to bypass all the heavy traffic going through Central Winds, and the need to purchase some land called, and remember the name,   --- The Wincey Property.   WHY?

The parks don't need more roads, but the City needs another road in the worst way.   They are allowing all this "low income" housing, and commercial development encroaching on the west side of the City.   They need water --- not only to drink --- but to water lawns and landscaping.

So, the BIG PLAN, is to buy the "Wincey Property" to build a road -- not for the park -- but to build an access road to the new pumping station to be built on the shore of Lake Jessup.

The City would then pump "reclaimed water" from the already highly polluted Lake Jessup, to use to water the landscape of the new developments.    That has the same effect as the pollution pond built behind City Hall to capture "TownCenter" run-off waters.    That's not clean water either.

            There are to be TWO meetings held on April 23rd, at two different locations.   One meeting is at the Senior Center at 6:00 PM, and the other at City Hall at 7:00 PM.    The Senior Center meeting is billed as "Land & Water Conservation Fund Program".     The City Hall is a P & Z meeting billed as "Land & Water Conservation Fund Program -- GRANT".
