City Manager keeps shifting dates.   Is he looking for a "special" time when the Commission's head is down?    He has pulled this trick before !

 "Pension  Plan  Scam" !

The City Manager's "Commission"  will give him his pay hike.  Wants to be highest paid City Manager in Central Florida for the most indebted City in Seminole County.

( Some of the City's Department heads haven't been reviewed in years ! )

City  Manager  yanks  his  pay  hike  review  off  March  8th's  agenda !

( this is his latest pay hike attempt  less -- than six months after his last big holdup. )

That is a very interesting concept,  caller.   In some of the Commission's antics, you could call their action allowing what you have perceived it to be --- DOUBLE-DIPPING !

The Commission has already, in some cases, granted the City Manager certain benefits retroactive to previous years.   Yes, he had been compensated for pension benefits that HE wanted to invest in his private fund.    As everyone knows, the stock market took some of those funds South.

The current police chief was convinced by McLemore that the ICMA Fund was the way to go, and he, like the City Manager, sunk the City's contributions to their pension plan into the ICMA Fund.

Now, with the passing of the special legislation ( Resolution 2003-44 ) inserted by the City Manager, only he and the Chief would be eligible to transfer to the City's Pension Plan.    They would have to contribute the portion of their OWN contributions from the ICMA Fund into the City plan.   The Commission could then do what the City Manager has been seeking every year when he negotiates his salary.     ( He hasn't presented his 2003 package yet, which is WAY past due. )

In essence, the City Manager NOW wants the City to make up for HIS losses.     So, if the taxpayers have already, through the Commission, contributed previous funds, and the Commission AGAIN makes his package retroactive you would have ----

DOUBLE-DIPPING !

( Special Note:  The City Manager hasn't met a contract yet that he can't manipulate.    Just look at his infamous "Hidden-Tax" BFI contract.    It's a sham and scheme, but he has control  of his voting Commission the people thought was representing them. )

Once upon a time, there was a man who was hired by a City to run its affairs.  Although his background was questionable, he assumed the post.  He was invested in his City Manager's program for retirement.  When the market went sour, he took a pretty good hit, as did many of us.

What to do?  Since he had the majority of the Commission in his pocket by this time, he presented them with his pension plan, (all 117 pages) in which he could get the taxpayers to make up his losses.  Now, this was some doing on his part.  However, it didn't seem to meet with any opposition from those elected to watch out for our taxes.

He was asking us to make our contribution to his pension fund retroactive, back to 1996, when he was hired!   At present, taxpayers put $8,000 dollars a year into his deferred private pension plan, and over $28,000 dollars per year into the City Pension Plan*.   The estimated other individual City employee receives approximately $3,050 a year taxpayer contribution to their City Pension Plan.

* This is more than some City employees make during the year !

Not only that -- we pay more Tax Money for the City Manager's Personal Pension Plan --- than the starting  YEARLY  salary of a

 Winter Springs policeman !

What a sweet deal for the City Manager !

This  vote,  by  the  Commissioners,  could  cost  taxpayers  over  $350,000 !

So, when you review your IRA losses, and further plan on how to cut back on your expenses,  keep in mind that you are helping our City Manager maintain the lifestyle to which he has become accustomed.

"Double Dipping" plus --- How About This Matter City Manager ?

From a Telephone Inquiry:   What was the result on the embezzlement case?

This is still unknown even after many requests for the figures.    The incident, and  accountability has never been answered by City management, even though the internal embezzlement took place right under the City Manager's nose.     This action was NOT even turned over to the Police Department, for over two months, by those City officials who oversee, and are responsible for your tax dollars.    Proper departmental investigation was DELAYED.

So the truth is still unknown, nor has it ever been revealed to the taxpayers.    This is not uncommon with the current City management, or other officials in the present administration.     After all --- it was only the taxpayers' money !
