A story of PLANNED DEVELOPMENT as opposed to mis-managed DECAY and DECLINED !

        Never has one city laid such mis-information, actions, issues, and just plain pure lies as has been portrayed by the City of Winter Springs in the decade old thrust for their "Eastward - Ho" aggressive annexation plans as put forth by city manager McLemore, and supported by ten years of his control over the "peoples " commission.    The City of Oviedo is absolutely correct as stated in the letter referred to per the article written in Thursday's October's 11th Orlando Sentinel's  column under " Government Watch".

(Winter Springs' mayor Bush's reply in the next to last paragraph is totally asinine !   See the below copy of the article as it appeared in the Sentinels' Seminole Section.    Bush is truly a "bush brush baby".)

       Evidently mayor Bush has a lapsed memory loss of the phrase used by ALL parties "line-drawn-in-the-sand " called BATTLE RIDGE!    That came from a 1997 Winter Springs joint commission meeting referencing the "Three-Way-Agreement" labeled as the JPA Agreement in which the cities of Winter Springs and Oviedo would join with Seminole County in the protection, and ANNEXATION of County property mainly protecting the Black Hammock area --- plus the surrounding wetlands and greenbelts.

( This became law by a referendum of the people, and Winter Springs sued to void "the will of the people".

The City of Winter Springs LOST in the court system --- after they had accomplished their damage.)

        Seminole County's representative was Randy Morris along with Bob Dallari of Oviedo.   Dallari was subsequently viscously, and improperly attacked by ex-commission Blake who's mouth was the speaking arm of city manager McLemore.   It was atrocious, and for everyone's information is available on tape.    The City of Winter Springs refused to enter into ANY agreement that would have halted their aggressive annexation which took place under city manager McLemore's direction.    The City of Winter Springs has NO SHAME !

                (In fact McLemore even had a sign hanging in the Land Development Director's office that said " Eastward-Ho".   The link " Eastward-Ho"  is an active link as to what took place).

        So what ever Bush is implying in his letter is TOTALLY false while Oviedo and Seminole County adhered to the resolution, while the City of Winter Springs annexed eastward even at times coercing property owners with promises written in letters TO THEM by the city -- prior to annexation attempts.    That tactic alone is against the law.    The whole deceitful/devious episode by Winter Springs cost the taxpayers of that city millions of dollars in expansion of city water lines and other services --- PLUS huge court costs to pursue their FAILED lawsuit.
