BREAKDOWN  of  the  City  Manager's  SHAKEDOWN !

 

           

            When viewing the below payroll deductions paid by the taxpayers of the City of Winter Springs one can rapidly see that one-third (1/3) of the city manager's pay is devoted to tax paid contributions into his PERSONAL retirement funds.   Yet a further analysis shows that the City is contributing TWICE into two separate pension plans.    His "private ICMA plan" and the City Employee Pension Plan.   There is quite a story surrounding that "ICMA Pension Plan".

            The City Manager when first employed by the City (1996) had brought his ICMA plan with him subject to the taxpayers contributing into it since HE CHOSE not to join in the City's provided plan.    He didn't like it at the time, but he manipulated it into a plan that he later was willing to accept if his "private fund" was to keep up.   How he did accomplish that manipulation is quite unique. 

            When Police Chief Dan Kerr was hired by the City, McLemore talked him into joining with him in the ICMA Pension Plan until he could improve the City plan to his liking.    Well, a strange thing happened not too long after that weird co-existence in the ICMA plan.   The .COM stock market fell drastically, and almost wiped out the ICMA plan McLemore and the Police Chief were in at the time.

            That's when McLemore thrust through his rendition of what the City's pension plan should be, and he plus Chief Kerr had to take their losses in the ICMA plan, and join McLemore's new improved City plan.    But that now created another artful con-job by McLemore, and was approved by his "lapdog" commission.    This was a well crafted maneuver, and took considerable time due to hidden issues.

            During the negotiations of one of his many contractual arrangements with his "lapdog" commission, McLemore threw out the fact about the losses suffered by he and Chief Kerr in the ICMA plan.    He wanted the commission to reimburse HIM for those losses, and put them back into a new revised ICMA plan.    Not even taken into consideration was the Police Chief's loss, nor was it even approached by his buddy (?) McLemore.    The "lapdog" commission agreed to pay only McLemore back for HIS losses that HE INCURRED with ---- YES --- your tax money.

The City Manager's contract ends on January 21, 2006.   Want to bet his "lapdog" commission extends it, or this being an election year he is able to manipulate a NEW CONTRACT with his "lapdog" commission ?

NOW you know why the City of Winter Springs needs NEW people on the dais !

            Blake's seat is up also, but since he got struck on term limits he's shooting for more money by running for County Commission.    It'll be Winter Springs infiltration into a seat at the County level.   That may be tough --- he has voted AGAINST the County on development agreements at almost EVERY level.    That is the McLemore developing scheme that you see turning the City into a concrete slab.
