Your Winter Springs Commission showed their small-mindedness at Tuesday night's Commission meeting. Commissioner McLeod was to appoint a member of the City Pension Board. He named Mr. Mark Lammert, a well-qualified citizen who has his own CPA firm, to the position. What is better to have someone who is familiar with the functions of such A Board?
WRONG -- The 3M's (McGinnis/Miller/Martinez) voted him down with a spite vote !
Is this a first for a City Commission? There are no records indicating that this has ever happened in the city's history.
Because of personal animosity on the part of Commissioners Miller/McGinnis/Martinez following the lead of McGinnis (the Gennell clone), they voted down the Lammert nomination. THIS IS A LOSS TO THE CITY! Why would these three Commissioners bring their personal vendetta to the dais? If others are treated this way, the Commission will be hard-pressed to find anyone qualified to serve on a Board.
This was Ex-Commissioner Gennell's appointment game she played with McGinnis. McGinnis didn't serve on a board long enough to even understand the total concept or functions of her numerous appointments.

here's how it happened!
At the November 11th, 2002 Commission meeting, Commissioner McLeod named Mr. Lammert as his appointee to the City's Pension Board ---- a well qualified and justifiable appointment. The vote was taken and approved unanimously with a 5 - 0 vote.
Commissioner Miller was in the backroom during the vote. a frequent habit of his. When he returned, he voted "FOR THE APPOINTEE".
Could the fixed vote have happened this way --- McLemore's pension plan ploy was currently being heard by the Pension Board? A quorum was needed to place the McLemore pension plan scheme before the Commission. Did the "FOUR M's" (McLemore/Miller/Martinez/McGinnis) get together, and plan their next move?
At the November 25th Commission meeting, Miller immediately moved to negate Commissioner McLeod's appointment of Mr. Lammert. The vote was NOW 3 - 2, with the "3M's" voting ( as usual, as a bloc) to help McLemore's pension plan scam. Miller/Martinez/McGinnis ALL CHANGED THEIR VOTES ! Odd isn't it? that's a six-vote swing! They must have thought nobody would catch this scheme.
But that's not all. McLemore called for a "SPECIAL" Pension Board meeting on November the 26th, with McLemore in attendance. Lammert was still seated as a member. LAMMERT HAD NOT BEEN NOTIFIED HE HAD BEEN REMOVED! McLemore was present at this meeting, and he said nothing although HE KNEW Lammert had been replaced. He needed a quorum vote to move his pension plan ploy to the Commission, where his "3M's" could approve it. McLemore remained silent.
The Pension Plan Board voted to moved the pension plan scam before the Commission.
At the December 12th Commission meeting, McLemore tried to push his "golden parachute" through the Commission, knowing he had the 3M's voting for it. Something happened, a Commissioner was absent, and the Mayor voted to table the issue.
WHERE HAS THE HONESTY GONE IN OUR CITY GOVERNMENT ?
PFGG promised to print the most questionable quote to this situation by Commissioner McGinnis. The above update will show the ties, trails, and failure of the 3Ms' in their endeavor, which prompted their spiteful, deceitful, and arrogant collusion vote.
